When does a check-raise work?
Only when a player behind you bets. You check, they bet, and the action returns to you with something to raise.

Your pocket nines made three of a kind on 9♥ 8♥ 6♣. Only a straight beats you here. They bet 1,500 into a pot of 6,000, and you make it 4,500 — value betting at the top of the standard sizes.
You act first on every street in this hand, so checking is your only route to a raise. Acting first takes the wait-and-see option away. What each of the two actions legally does belongs to the poker betting rules.
Why make a draw pay instead of just checking?
Because the hands that are behind on this flop are one card away from being ahead.







Their flush draw arrives about 35% of the time by the river. Check the flop through and they see both remaining cards for nothing.
Making them pay for that chance is called protection. You raise so the hands that can still overtake yours have to pay, not to win the pot immediately. The raise sets a price above their chance of getting there, which is what turns their call into a losing one. The flush is not the only hand paying it — this board makes several draws at once, and one raise reaches all of them.

A check-raise needs a bettor. If the player behind you checks too, no chips go in, the draw improves for nothing, and the plan produced a wasted street. Even a turn that misses everyone is not free for you. With one card to come that flush draw still has about 18%, and it is still paying nothing.
